Russians will continue to use whatever OS they please,
and for many that is pirated windows, this has to be for government institutions only
read a bit and it appears this works with windows,
although the description is for linux ISO's, won't hurt to give it a go

agree with the comment about the disk medium for 3rd world countries, ubuntu is a wonderful solution for them, free and supported, but I bet many of the older PC's they use don't have DVD drives
