Can you give us some more info please? Did this device work previously? What OS is it running? Some specs on the machine please.

+1 with tea for one: time for a clean install. And, unless oyu have bleeding edge technology that has to have 20.10, I would stay with 20.04 until 22.04 is released in a little over a year from now.

Latest stable version? 20.10? You really need to d-l 20.04 and try that. That is an LTS (long term service) release. Anything newer than that may or may not be stable. Consider 20.10 a beta...
Can you give us the model # of the computer? And what version of 'buntu are you trying to install?

That is weird that the CPU is identified. I really don't know if a GPU is going to help much seeing the slow speed of that processor: you may be wasting your money.
Do not try to upgrade: do a clean, new install. You cannot upgrade an EOL (end of life) release. D-L 20.04, backup what you need to keep. do a clean install of 20.04.

What file format is the USB stick using?
I am assuming then that you down loaded and installed the driver from nVidia's site? If so, you should not do this but use the one in the repositories.
What 'buntu are you running? What are you trying to install? Where did you get the program from?
Please give us some info on your machine. Also, what version of 'buntu did you install?

Everything is possible, but I would start with the PSU. There is always a good chance of the motherboard being fried. From my own experience, 99% sure that you lost a PSU.
