I had no trouble installing it from the tar ball on the eclipse website. It just seems odd that Ubuntu doesn't provide the new version.
Make sure that you have a java 6 jdk installed. Then you can launch eclipse by navigating to the directory where you untarred the eclipse archive and typing eclipse.
Why does Ubuntu only offer Eclipse 3.2? Eclipse 3.4 has been released and has many new features. The Android sdk doesn't even work with 3.2 and most distros support eclipse 3.4.
