    Ubuntu 19.10 has Mesa 19.2.

    It's to early to conclude that it's a hardware problem which requires hardware changes. There are still more software options to try.

    I'm writing from a computer with a graphics processor close to yours (Mobility Radeon HD 4650/5165) and all works fine in Lubuntu 18.04. Could you try a live boot of this one for comparison?

    Are you sure that you can't use a standard 32 bit PAE ISO? All Pentium M's support PAE though some of them need a little tweaking.

    If you do need a non-PAE ISO I suggest Bodhi Linux.
