I'm having the same problem.
This post over at the Mint forums temporarily solved my issue, but it has since returned. I've not yet found an alternate solution.

Does this mean that power manager is able to send your machine to sleep, or that you're just not getting the 'Power Manager not authorized' error?
This affects me also. I've submitted a bug report here: https://bugs.launchpad.net/ubuntu/+source/xfce4-power-manager/+bug/1319598
It would be helpful if you all head over and confirm you too are...

From to this post on the dev mailing list it appears that this is the way the play queue is supposed to operate. ie, This is a feature, not a bug.
Playlists are the way to go it seems.
