    Options are open or view, execute or run, and ask.

    Your signature for xu8buntu (I guessing you mean Xubuntu) usage precedes the OS by over seven years.

    It also shows the kernel which is really old.

    I would suggest running

    sudo apt update...

    Further beyond running with an option like update or upgrade you also need to run it with elevated rights, like with sudo, or be running as root.
    Or else it'll simply output permission denied.
