The SSH server is not installed by default on Ubuntu. It may be on ubuntu-server edition but definitely not on the desktop.
To remove SSH it is best to remove the actual package.

-r is the recursive option for recursively deleting files out of directories.
Also if you created the file using sudo you will need to use sudo to remove it.
