SO I created a new VM with bionic, copied Rik Mills' PPA version, and it built properly using dpkg-buildpackage (NOT sbuild or pbuilder)

UPDATE: finally a successful "experimental" build -- I can build the Ubuntu eoan 3.7 package under Debian Buster. Now I'm hoping I can replicate the successful rikmills PPA build referenced above.

Update: I've figured out how to add bionic-backports to the chroot (I wasn't able to get it to work when creating it so I manually added a bionic-backports.list file to /etc/apt/sources.list.d/...
