    I don't think Vesa drivers are being further developed. They are available as-is but it's old technology.

    You should backup your personal data and after that delete the old Ubuntu install completely. Don't recycle config files and the like as they could bring bad manners into the pristine new environment.

    Yes, the safe approach is to create a new virtual server and just transfer the data from old to new. The Ubuntu 12-14-16-18 family reunion is hardly worth keeping.

    It's safer to install a new Buntu than upgrading. The minimal 19.10 (also known as netboot) fits to a CD and I suggest that you try this one.

    It's not. The result will be the same.

    One can also install a minimal text-only Ubuntu from a CD and add all remaining packages from the repository later. Same result in the end.

    If you decide to run a desktop environment the 3450 is most likely better than the standard graphics processor. Still I recommend a lighter Buntu (like Xubuntu) over Ubuntu.

    No, a clean install of 19.10 would. It could relieve you from a wrecked Ubuntu and from Windows 7.

    Upgrading itself is a risky project and many posts in the forum deal with upgrades going haywire.

    Lubuntu has deviated quite a bit from its 'light' roots. For a real light distro Antix is one of the options as mentioned above.
