By this, I'm assuming you mean that the hard refresh did not fix the missing css? Or...?
Everyone that is seeing the forums without a stylesheet should try doing a "hard refresh" which is a CTRL+F5 (where you hold down the Ctrl button and press F5) - that should take care of the problem.
