    If you have removed rEFInd, you can install it again from the Ubuntu universe repo.

    Alternatively, you can make a USB device, which can simply contain the rEFInd software....

    Open gparted > Device > Create Partition Table > Select gpt

    This will erase all data and then you can create partitions/partitions.
