Finally got it working. For anyone else that runs into this issue here's what I did:
Shut down the VM.
Added secondary adapter and configured it for virtio.
Booted and installed virtio driver...

I figured out a way to make it work. I highly doubt this is a proper configuration in any sense of the term but I setup a bridge for each VM in openvswitch and connected them as direct devices.
After several hours of fighting with it and trying that configuration I was still unsuccessful. I have since performed a clean install of Ubuntu 13.10 in hopes that openvswitch will be compatible.
I have made some progress: by disabling vt-d on both machines (by removing the entries from the .xml files) I am now able to ping out and back in. I still cannot ping between the virtual machines.
