You would probably to do something like:
a) query what window manager is being used
b) use WM APIs to iterate windows and find out which one you program is running in
c) use WM APIs to determine...
You could also scan the entire file at startup, create an array or hash of the records and sizes. Each entry could contain the offset to where that record is within the file.
Are you sure there isn't another (older version) on the machine that is also in your libpath (and before the location of your other one)?

.vb files are just text source code files. You open them using any text editor.
Do you mean how to you compile them in Linux? That's a different question...
If its just an exercise for fun and learning the language than have fun with it....but please don't try to give it to anybody to "use" when you're done.

There have been teams of math PhDs that have worked in this field for years. Unless its an exercise "just to see if you can do it" then just use existing compression libraries that are already...
It sounds like whatever you are using for a reference might be using functions of a newer version of the library. You should check and see if the library on your machine (as well as header files) are...
