Why do you hate Gimp?
It's the most powerful image editor I know of available for Ubuntu. However, Shotwell can do almost everything you described, as well as F-Spot.

If you go to Colors > Hue - Saturation and mess with the blue and cyan, changing the hue to red and knocking the saturation down a little, that might do that trick:

I would avoid using GNU/Linux in any prominent text, it's very tech-talk and would confuse the majority of people I know. :p
sadly, this was actually near a year ago, with no new news on it. Send off some emails to them, see if you can move them along a bit people. They'll listen if there's a demand. ;)
