For several months I had the "shim" package in a limbo state inside apt.
sudo apt upgrade -y always returns:

Ubuntu Mate 20.04 LTS pre-release (daily build) works fine too :-)

I solved my problem by switching to Manjaro 19 (XFCE or Mate) which runs kernel 5.4.x and apparently supports the new ACPI and MCE thingies that come with the Threadripper 3000.
I'll switch back...
Rhaaaah, I went through the same exercise too, works OK but does not pass the after-installation sudo apt update && sudo apt upgrade -y + reboot.
