Yeah I'm having a similar problem on my Inspiron 1525; my battery won't charge past 41%.
But charging the battery shouldn't be OS independent. I.e., you should be able to charge the battery...

EDIT: I should add I just updated my BIOS to the latest version to see if it would help; no luck :/
Just tried that; via the live CD the battery is acting exactly like it did running off the HDD.
It get to ~41% and it says "Laptop battery is charged"

Back in 9.10 I was using PUEL I believe. USB worked almost out of the box (had to add myself to the group "vboxusers"
