I finally solved it by reducing my Ubuntu computer name to 15 characters or less (the max for the NetBIOS protocol). I also implemented nearly all of the other changes listed here first, though.

I'm stuck on getting the scanner to work as well.
Following the install guide I was able to get the printer up and running on a 64bit desktop and 32bit laptop running Ubuntu 10.10, but the scanner...
I experienced the exact same thing. I've been looking into Congruity, but I haven't gotten it working yet.
