I've not been able to find a solution to this so I formatted and installed Ubuntu Studio 20.04 instead. Not only did GTS 250 work perfectly at first try, even the 7800GT worked without issue. :)

7800GT just produced complete garbage from start to finish. Even getting though the installation process was a chore. :/
