    I'm sorry but the fglrx driver has been deprecated in Ubuntu 18.04 so you may have to make do with the open source radeon drivers.

    Some cards use the AMDGPU driver but not, I suspect the HD8870M...

    An alternative might be to use a different DE version such as Xubuntu, Ubuntu-Mate, Kubuntu, etc etc, all of which allow you to put the panel (taskbar) wherever you prefer.

    What settings do you have for the graphics in the VM setup? You may find that whatever default has been set when you created the VM is not what is needed.
