    Only have a basic knowledge of ssh but for me your tcdump command only works on port 22, even when 22 is forwarded to a different port in the router.
    Connected via ssh from my phone over WAN.

    You are confusing text.plymouth with grub's text option.
    text.plymouth still displays a splash but without animation. It's a fallback mode for unsupported gfx.

    Using your config, transparency works for me in up to date 19.04 with nvidia or nouveau gfx drivers.

    Make a backup of /etc/default/grub first just in case.
    Also take a look in /etc/default/ for existing backups labelled .bak that are auto made.
