Modern hardware hides some of the warts.
Lubuntu requires 64 bit for a supported version. Your best bet is to find a 32 bit distro aimed at running on older hardware. Many recommend the 32 bit Debian as a suitable alternative.

I usually just let it pick the fastest server.
It used to show a response time for the servers, and I'd pick the fastest that was closest or had a server name that I knew was likely to be stable...
