Probably, yes. Since C is a subset of C++, any C program is also a C++ program. Which means any C++ compiler (and presumably C++ IDE too) should handle C just fine.

Lubuntu and Xubuntu have far lower system requirements than Ubuntu. Ubuntu on my Thinkpad idles at 1GB memory usage - most of your memory. Xubuntu on the other hand idles at about 0.5GB.
