I HATE that this is the answer (but it is) - I upgraded the two servers running server 2012 to server 2019 and the issue is resolved. I have no idea why as I did not make ANY config changed...
Update: Fresh install with all patches stops working. Will need to go through and figure out which patch it is.

I stood up a new 2012 server without ANY updates. Shared out a folder for testing and I was able to mount it with the same commands as the other (non-working)...
