    masking creates a link for it to /dev/null, basically forcing it disabled.

    then try

    sudo apt clean
    sudo apt update
    sudo apt upgrade

    It looks like at some point you added the sury/apache2 ppa.
    So you can try to either re-enable it for your release or try cleaning up whatever mess it caused.

    I know in unity (Ubuntu's old desktop) it removes the lens packages upon upgrade ( or it did, maybe they fixed that),
    so you need to reinstall those
