    The newest and lightest you'll find is Lubuntu 18.04.5, and even that will groan with just 1 GB RAM. If you can upgrade to 2 GB (or even just 1.5 GB) somehow, things will look much brighter.

    First, avoid using "~" in any situation other than a direct shell command. Only bash or sh (or some other shells) will expand the "~" character. Use $HOME instead, this always works.

    It's a bit unclear in what exact mode your machine is when waking up. Just screen off or really suspend? Is it a laptop?
    A least with hibernate, a mouse movement would certainly not wake up your PC.
