OK so the deal is i downloaded SAVAGE and the SFE-Standalone.
no installation was needed just zip and patch the patch was even a zip file had to change the permission of a file nothing else. it ran...
it's actually very easy just install java runtime (not the mozilla plugin) and right-click the moparscape.jar and click run with java runtime x.xx
