Sorry, but I had forgot about this thread. I was able to fix it by switching from RAID to AHCI. Removing the CMOS was the culprit, and I forgot Dell uses RAID by default on the old optiplex's.

I understand some folks want to keep Windows 7 for personal reasons, but for a give away, or a sale...forget it!
