This is a known issue that has been resolved and fixed in 20.10 by the GNOME mutter devs
It will be backported by Ubuntu devs in the next few weeks
If you enable our backports PPA (budgie-welcome - recommendations) - you will get both budgie-desktop v10.5 and it includes a fix that we are testing for this issue.
