I'm no expert, but I always use the Gparted live cd to change partitions, and have never had any problems. You can get it HERE. Gparted might also be included in the Ubuntu live cd, but I'm not sure.
That's odd. Right-click on the icon. If "Lock to panel" is selected, deselect it. Right-click on the icon, and click move. You can re- lock the icon if you want.
