I have 2 physically separate servers, one has 16.04 on it and sendmail works fine, just turned up a new server with 18.04 on it. I cant for the life of me get sendmail to work in 18.04.
The configs both look the same as best I can tell.
Im sure its something small that Im missing, any ideas?

i wish i could help. this is one of those kinds of problems where you go hunting and do a discovery quest. log messages might give a clue. post anything that looks odd.
i quit sendmail years ago because of issues like this. there's just too much in sendmail. i was spending so much time with it and the more i learned about it, the more time i was spending. so i switched to postfix.
