i am seeking an email service that can support domain names

i am currently seeking an email service provider that can support fewer than 9 email users on a domain name i own, via secure IMAP, secure submission, HTTPS (web interface), and prohibits spam (so outgoing mail has a good reputation), at a cost not greater than $3/month for up to 9 email users. DNS hosting may be a plus but must not be required (the domain is already hosted with no plan to move it). montly, quarterly, or yearly payment is workable. a free service is also possible but must be able to host a domain with up to 9 users. anyone know of such a service? service must be operable in a Germanic or Romance language.
