Choppy video online and offline. [XUbuntu]

Hello, I'm fairly new to linux and am using the xubuntu distro.

Online such as YouTube videos appear choppy from 720p to 140p videos making no difference in 'choppiness'.
I have downloaded other videos and played them on VLC offline and they don't even play after the first frame is displayed.

Perhaps I need to update a driver, I have already tried installing this https://downloadcenter.intel.com/Det...&DwnldID=19158
but have no idea how to install it.

Any ideas? My PC is a Dell Inspiron Mini 10 netbook,
