They can't carry something that doesn't exist yet. :)
True. But US Cellular can approach manufacturers and tell them they would be interested in carrying any UbuntuPhoneOS mobile devices they created. It's important for carriers, like US Cellular, to know there is a market there for UbuntuPhoneOS based devices.
