Really? Nobody else has issues with this?
Another thing I noticed: As I said, when the ATI vsync option is enabled, video playback is choppy. However, if I move my mouse around on top of the video window (VLC in this case, but as I've said, all programs do this) then it isn't choppy.

I also experience horizontal tearing of video playback.
I'm on 10.10 x64 with compiz enabled and emerald + orta.
I'm also an ATI user with the restricted driver enabled.

I too am having this problem.
10.04 & 10.10 both had this problem for me.
I've done a clean install of 9.10 and I am currently using that as the video and audio playback work perfect for me.

Same here. ATI HD 5470 Mobility, with ATI's drivers.
Kubuntu 10.10.
The CCC warns that the "tear-free" option requires more hardware resources, but this is just ridiculous...
The most annoying part is that when I move the mouse around, the video becomes perfect. But a few seconds after I stop, the screen "blinks" for a millisecond and it becomes unwatchable.
Disable the "tear-free" thing and the video plays smoothly, but is split across the screen into two parts.
... It seems there is always a problem with the Video on Linux. I don't think I've ever been able to just open a player and watch a video without having to spend days looking for workarounds for various configuration problems or driver shortcomings. ](*,)

I have had similar issues running Metacity, Compiz, and KWin. I have used ATI and NVIDIA cards with both open-source and proprietary drivers. I have had the best luck with my work computer with an old Intel card using the open-source driver. If you do not need a high-performance card (e.g., NVIDIA) for gaming or various other things, I would recommend using an Intel for smoothest video playback. That is what I will purchase from here on out.
