Why does my monitor flashing periodically?

Why does my monitor flashing periodically?

I tried to change the Resolution and Refresh rate. But it does flashing yet. In windows xp dont have this situation.

My monitor is "HP vs17" Ubuntu version is 10.10 Desktop
