Did you copy the downloaded file to your Desktop before running the commands in the terminal?

Best way to upgrade would be to add the official ppa at https://launchpad.net/~openoffice-pkgs/+archive/ppa

What exactly is 'the official ppa'? Who made it official? Besides, that ppa was last update nine weeks ago.
No one did but that ppa is used generally to upgrade OO packages, its the same team that makes OO packages for Ubuntu.
Also bear in mind that removing OO also removes the metapackage ubuntu-desktop and ordinarily that shouldn't be a problem till you try and upgrade your distro.
