Reading of the new draft Code of Conduct

As stated in the show post for Burning Circle #85:

This week's episode contains an outright reading of the latest revision of the new draft Code of Conduct as of recording time on September 30th. Mister Engineer had to do seven edits to episode audio to cut out speaking mistakes that occured while the draft was being read out. Comments are due quickly to Laura Czajkowski ( czajkowski at ubuntu dot com) so that they can be included in the Community Council's discussion this Thursday. As we must not be a community of silence, you are encouraged to speak up and make yourself heard.
