So im like many who have windows and ubuntu installed within windows. I also can't get a driver for my wireless because i have a stupid ralink chipset! is there a .deb file out there that installs the needed build-essential files so i can go from there and install stuff like the graphics driver (using the .run file nvidia provides) and many other debian packages?

You could go to:

http://packages.ubuntu.com/

And download whichever packages you need into Windows first, then move them over into Ubuntu. How about trying that and let me know how it goes.

Build-essential is included on the Ubuntu install cd-rom, but not installed by default (don't ask me why). This link (http://ubuntuforums.org/showthread.php?t=381532) will show you how to easily retrieve it.
