i think there is no VOIP suite where free (client/server/codec) is bundled, or I could be wrong.

how about asterisk with speex codec on the backend and ekiga / twinkle /empathy on the front end?

Maybe have a look at www.voipuser.org, it's forum has boards on both openser (a sip server), asterisk, and trixbox (an asterisk based server). There is plenty of info about sip clients etc. as well
