Any way to enforce desktop settings to new users?

Windows has something called a default user profile. The settings there gets copied to any new profile that is created on that system. Does Ubuntu have a similar feature? If not, is there another way of enforcing desktop settings to all new users or even existing ones?

Sorry for the bump but I'm trying to implement Ubuntu as some workstations and I've started to wonder the same thing yet again.
