I am in a bit of a dilemma.

I installed xp, installed ubutu (dual boot) but then I decided to install ubuntu inside xp and used an xp cd to delete the previous former ubuntu installation.

Now there is unpartioned space on my harddrive that I want to give to xp.

How do I do that?

I also want to give 5 gigs to the new install of ubuntu but I dont know how.

Use Gparted Live CD:
http://sourceforge.net/project/showfiles.php?group_id=115843&package_id=271779
Burn the iso to disk and boot from it.
Here are the instructions:

I burned the image on a cd but for some reason when I pop it into xp it doesn't do anything. How do I get it to run? Do I need to make it run on boot up?

Have to go into BIOS and mahe CD 1st in the boot order. Provided you did everything else well.
