Does anyone know if the OfflineUpdateSpec project is still alive?

This would be a wonderful tool for folks who have some sort of access to broadband at work or school but stuck with low-band or no-band at home.
What would be really awesome if this project ever comes together is a way to plug a thumb drive into the offline PC, take a "picture" of its package status, then take the thumb drive to the broadband connection and it would know what to download to keep the offline PC updated.
And, of course, a way to add elective packages, too, not just the updates.
