I am interested in getting Ubuntu Remix Netbook Edition but I'm confused about where I download it and how I install it. I see it mentioned that it's available in the respository.
Is it an entirely different Ubuntu edition or is it just an alternative desktop instead of Gnome?
What I"m wondering is do I have to install Ubuntu first and then install the Netbook Remix Edition from the respository once I'm in Ubuntu?

It's both, actually. Refer to this wiki for a clear explanation: https://wiki.ubuntu.com/UNR

Look under the "Installation" section. It may be wise to add the necassary packages to your existing installation to test out the interface and then, if you decide you like it, install with the image available on the link provided. The UNR image is most benifitial to those who's netbook house an intel atom processor.
