Hey guys :)

I have recently installed ubuntu 6.10 (don't ask why I didn't have another version) and I tried to upgrade them. However, it seems that the repositories no longer fully exist, or they are not functional. Synaptic says that it cannot find the requested files and I confirmed that using my browser interface. So, can I upgrade or not?

6.10 is no longer supported, nor is the next upstream version 7.04, so no, you can't upgrade.

The best thing to do, would be to download a newer version, either 8.04 LTS, or 8.10 Intrepid, and go from there.
