System → Administration → Language Support

This is the beginning.
Then you can get firefox on many languages from their website

http://www.mozilla.com/en-US/firefox/all.html

I guess you can search on lunchpad to see if programs have been translated.

You might be able to install Rosetta stone through Wine, althouhg you might need to mount the image through another program then use Wine to run it

I have used Rosetta Stone, running on Linux under Wine. This was a couple of years ago, but I would imagine it would still work.

I would need to have a win operating system in my box to run Wine correct? I only have Ubuntu, broke away from the grips of Micro$oft last Sept.

With wine maybe needs some dll file, you can download from http://www.dll-files.com/ or similar
