:confused: cannot input proper ASII quotation marks(" and '), annoying to write java code

In vim and console, no way to input ASII " and ', seems they are UTF8 instead, which will cause failed of compiling java code.
When typing, ' becomes ‘
" becomes “, and you have to double-hit keyboard... which happened on v7.10
