Ibex upgrade issues

Hi, i have this net connection that is free to use only in the nights. SO i downloaded the alt cd to do an offline upgrade to ibex. But it keeps trying to access the internet to download packages. Is this a bug of some sort? or am i going wrong in some step?

I believe that:
The standard disk is the offline install and that the alternate disk is doing what it is meant to.
