How do I manipulate the installation so that it installs build-essentials as well?.

build-essential is on the cd so you can install it after ubuntu is installed. Or if you want to add it, you will probably need to make a custom cd.

Do I install it after restart or when using the LiveUSB?
I have tried to install programs using the LiveUSB before, but it never find the usb, it always looks for a real CD:

If you are using the "create a usb startup disk" it will have copied over build-essential to the usb stick so after you have installed ubuntu you should be able to install build-essential from the usb stick.
