I was just reading the official announcement about 8.10:
http://www.ubuntu.com/news/ubuntu-8.10-desktop

When I noticed:

Latest Gnome 2.24 Desktop Environment
The GNOME desktop environment project releases its latest version which is incorporated into Ubuntu 8.10. New features include a new instant messaging client, a built-in time tracker, the latest Ekiga 3.0 video and audio conferencing tool, improved file management and toolbars plus better support for multiple monitor use with the ability to set screen resolution by monitor.

..oops or am I missing something?

ekiga 3 is one of the features of the gnome 2.24, hence it is mentioned in the gnome release notes, which have been copy and pasted into the ubuntu release notes. but it looks like ekiga 3 was too late for the version freeze (gnome is exempt from the version freeze).
