I have noticed that when I drag an Ubuntu window around the desktop, it snaps or sticks to the top or bottom bar on the screen. I would like it to stop doing that. Does anyone know where that setting is at so the windows don't stick to the screen locations?

There is a utility in the repos called compiz-configuration-manager (or something like that) that will help you control all aspects of the appearances.

You can also set most of the in gconf under apps > compiz.

It's a subsetting of the Wobbly Windows plugin called Snap Inverted. Turn it off and the snapping stops.

Go to "System/Preferences/Advanced Desktop Effects Settings"

the scroll all the way to the bottom, then look at the screen shots I linked. It should be in the bottom right hand corner called "Snapping Windows" Click on that and on the left side disable it.

Thank you! I had to install the Advanced Desktop tool from add remove programs but it worked perfectly! Thanks again.
